Bureaucracy

When I look at big fat bureaucracies (like Universities) who screw thestaff with low wages, and screw the customers with high fees, I assume that the institution must be making a lot of financial return. But thenI notice that most of the administrative staff are just as exploited(except for a few bureaucratic power brokers), but even the head honchos' salaries aren't huge compared to the overall revenue - so where does all the money go?And then I finally figured it out - a bureaucracy latches itself ontosome productive activity, controls it, extracts all the surplus value - and then squanders it on red tape and wastefully useless procedure, process, and political infighting for control of the productive activity. It's probably no different in [infamous large company] (and Weber has probably said itall before).
